Bay Area All-Hazards Communications Unit Leader Training

The Department of Homeland Security Office of Emergency Communications (DHS OEC) and the BayRICS Authority are co-sponsoring a three-day All-Hazards Communications Unit Leader (COML) training, May 30, May 31, June 1, 2018, at the Alameda County Office of Emergency Services, 4985 Broder Blvd., Dublin, CA 94568.  This course is offered primarily for Bay Area regional and local emergency response professionals and support personnel with a communications background. Non-BayRICS member staff may also participate.  The course will be conducted by DHS OEC certified instructors at no cost to attendees.

2016 Interoperable Radio Exercise Report Abstract

On September 8, 2016, as part of 2016 Urban Shield Yellow Command, six Bay Area Public Safety agencies conducted tests of the region’s advanced public safety radio communications systems. This Report provides test description, results, and recommendations from those tests.

BayRICS coordinated tests in three locations: San Mateo County, San Francisco and Oakland.  Field technicians in each location evaluated radio programming procedures, regional talk group assignments and geographic coverage of the new P25 systems, to demonstrate that the radios were programmed properly and capable of operating on networks outside their home jurisdictions.


2015 Interoperable Radio Exercise Report Abstract

On September 11, 2015, in conjunction with the 2015 Urban Shield Yellow Command, eight Bay Area Public Safety agencies conducted tests of the region’s advanced public safety radio
communications systems. This Report provides test description, results, and recommendations from those tests, as well as Appendices with more detailed technical information about the tests.  Under Urban Shield’s Yellow Command, the exercise was conducted from 0900-1200 on Friday September 11, 2015.


Interoperable Voice Communications
  Status Report
Abstract

No one  disputes the paramount importance of reliable public safety communications systems required to serve the hundreds of public safety agencies in the Bay Area. The San Francisco Bay Area understands this need and has placed a strong emphasis on enhancing regional voice communications capabilities. Through Bay Area Urban Area Security Initiative (UASI) guidance and the significant efforts of our cities, counties and regional public safety entities, the Bay Area has made substantial progress toward achieving seamless and effective regional voice communications interoperability. 
 
However, much work remains to be done.  The purpose of this report is to describe, at a high level, the current status of Bay Area regional, interoperable voice communications capabilities and to recommend specific short-term actions and long-term planning activities to enhance the region’s voice capabilities.
