CalOES Assistant Director and FirstNet State Point of Contact (SPOC) Pat Mallon called the meeting to order at 10:00 a.m. After approval of the minutes for the December 6, 2017 meeting, Barb Wynn of AT&T provided a brief report regarding FirstNet in California. Ms. Wynn reported that FirstNet has given AT&T approval to proceed on the initial site buildout in California, and that a pricing/procurement vehicle in now available through NASPO.
Next, Statewide Interoperability Coordinator Budge Currier provided a report on the activities of the CalOES Broadband Services Division, including a PowerPoint presentation available here.
Mr. Currier described the Broadband Services DIvision organization, explained the connections between FirstNet broadband services, Next Generation (NG) 9-1-1, and Alerts and Warnings, and the impact on the Public Safety Answering Point (PSAP).
Mr. Currier next described AT&T’s plan to build hundreds of new sites in California through 2027. CalOES will work with AT&T on new site placement to meet public safety needs, and will consult with each County/Operational Area to identify coverage needs. He also referenced discussions with AT&T about the FirstNet core/data network security and the DOJ certification process for CLETS/CJIS information.

The Board then briefly discussed next steps for CalFRN, and a proposal to share governance tasks with another State entity, the California Statewide Interoperability Executive Committee (CalSEIC). CalOES staff provided this slide to help guide the discussion:
