The Bay Area Regional Interoperable Communications Systems Authority (BayRICS) is seeking letters of interest from individuals qualified to perform general management services for BayRICS. This is a pre-recruitment request designed to assess interest and evaluate the potential candidate pool. No contract or other relationship shall be awarded or established as a result of this search. From this initial list, BayRICS may develop a non-exclusive list of qualified candidates who may be invited to participate in a formal recruitment at a later date. BayRICS also reserves the right to select only from these candidates should it decide that a qualified pool has been established.
Interested candidates should submit a letter of interest, not to exceed three pages in length, along with a current resume, by email to bfraser@acgov.org. Letters should be received no later than Tuesday May 15, 2018; letters received after that date may be considered, but BayRICS reserves the right to reject any submission received after that date.
BayRICS is a 12-member Joint Powers Authority (JPA), representing the San Francisco Bay Area. BayRICS is responsible for planning, policy and oversight of regional public safety communications projects, including FirstNet. BayRICS members include Counties of Alameda, Contra Costa; Marin; San Mateo; Santa Clara and Sonoma, as well as the City and County of San Francisco, City of Oakland and City of San Jose. The BayRICS General Manager is tasked with monitoring the progress of regional public safety communications systems, developing policies and procedures for regional governance, providing recommendations to members regarding adoption and usage of FirstNet and other advanced services as they become available. The General Manager is also responsible for management and administration of the Authority, including preparation of budget, operations planning, contract management, and compliance with local, state and federal laws and regulations.
BayRICS is seeking letters of interest from individuals who can demonstrate current working relationships with public safety agency leaders in the San Francisco Bay Area or demonstrated ability to develop such relationships very quickly. In addition, BayRICS is seeking individuals with experience in two or more of the following areas:
- Planning, policy development and coordination of Public Safety broadband wireless services, such as those offered by FirstNet;
- Planning, policy development and coordination of multiple advanced Public Safety Land Mobile Radio (LMR) systems across a large urban region;
- Agency or authority general management or major project management involving multiple regional agencies.
